Yes, there’s good snorkeling in Tortola — but the best BVI snorkeling is on the outer islands. From Tortola directly, Smuggler’s Cove on the west end has a healthy reef with parrotfish, sergeant majors, and the occasional eagle ray; Brewers Bay on the north shore has a sheltered reef good for beginners; Cane Garden Bay has light snorkeling close to the beach. None of these compare to The Indians off Norman Island, Privateer Bay, or the wreck of the Rhone off Salt Island — all of which are 30-60 minutes from Tortola by yacht.
